Evil Characters MUST join to participate in morally evil quests. This is to preserve immersion so things make sense. The Strategist's Fraternity works behind the scenes, doing essentially whatever they like and protecting each other's misdeeds. They will sometimes hijack things to change the outcome in their favor.
