But given the area in which it was found, its age, and the relatively well-preserved nature, I'm inclined to at least entertain the theory. Kaladas constructed the The Great Chapel of Zenithar in Leyawiin and some records say he was fond of using highly ornamented tools like this during the process. I suppose it would make sense. Buildings constructed without painstaking measurement rarely last this long.
